ACE Management Structure

The ACE Electoral Knowledge Network is managed by a Steering Board and Management Committee comprised of staff from the ACE partner and associate member organizations.

International IDEA and IFES are the lead implementing partners for the ACE Knowledge Services. The main organizing principle is that each ACE partner assume responsibility for the updating of a particular topic area(s) on the ACE Electoral Knowledge Network web site. It is the responsibility of IDEA and IFES, however, to coordinate the overall process of maintaining the ACE Knowledge Services to ensure that deadlines and quality standards are effectively met. IFES and IDEA will report to the AMC on progress made in implementing this service line on an annual basis.

IFES and IDEA will also be the lead implementing partners for the Practitioners’ Network. The ACE Electoral Knowledge Network will include topical and regional networks or communities of practice as well as those contributing to the development of Knowledge Services.

The Electoral Institute of Southern Africa (EISA) will be the lead implementing partner for Capacity Development. A Capacity Development Facility (CDF) based at EISA will have a particular focus on the Southern Africa sub-region. EISA will be supported in these responsibilities by an Advisory Group that is composed of representatives of the Regional Service Office of IDEA for Africa, EISA and the UNDP Regional Center, based in Johannesburg. The role of the CDF is to contribute to capacity development of EMBs, enhance the capacity of EMBs to function as learning organizations, promote greater professionalism of electoral administrators and improve legal, policy and regulatory frameworks for free and fair elections.

The Facility will be led by a Senior Adviser (SA), recruited by EISA, in consultation with the AMC, and with broad-based experience in electoral and governance-related matters from developing countries. The SA will report to the Executive Director of EISA, who will be accountable to the AMC, for the delivery of outputs and other deliverables in this area.
