The journal, including scientific researches and subject matters based on practical experiences, has great importance for election experts, politicians and researchers of other countries.

17^th Conference of the ACEEEO -
11-13 September, 2008

The ACEEEO and the Permanent Electoral Authority of Romania, jointly organized the 17^th ACEEEO annual conference, in Constanta (Romania) from 11 to 13 September 2008.

This year the agenda provided an opportunity to exchange experiences on and the international comparison of issues related to Role of the law enforcement bodies (police) in the security of the elections and Ensuring security and accuracy of voting materials.

This professional meeting provided an opportunity for electoral experts to exchange experiences with their colleagues from all around the world. The conference featured professional development workshops, panels of election experts, an exhibition of electoral equipment and services.

17 May, 2009

On 17 May, 2009 presidential election will be held in Lithaunia. The more than two and half million voters will elect the president directly. Fro more information please visit the Lithaunia country page.

European Union| parliamentary elections
4-7 June

European Parliamentary elections will be held in June 2009. 736 MEPs will be elected in the 27 member states of the European Union by 375 million estimated voters. They are elected in every country on proportional base, Germany elects the biggest number of MEPs, and it has 99 mandates about which they are deciding, while Malta elects only 5 MEPs. Albania|parliamentary
28 June

Parliamentary elections in Albania must be held in one round. In the People's Assembly (Kuvendi Popullor), 140 members should be elected by proportional system to serve 4-year terms. The most recent elections in Albania are very special because of a lot of changes at the Electoral Code. For example, they have now a new electoral system that consist in regional proportional one, new electoral zones and new procedures for the counting. In order to increase the transparency during the counting, every counting team should be observed by a camera and every vote can be seen by the observers at the opposite monitors.

5 April, 2009

In accordance with the new Election Code of Moldova, amended in 2008,political parties have to overcome a 6 per cent (instead of 4) threshold to be represented in the next parliament. Independent candidates have to receive at least three per cent of valid votes nationally.The amendments include also the prohibition on establishing of pre-electoral coalitions.The 101 mandates in the unicameral parliament are to be distributed using proportional representation system. Montenegro|early parliamentary  29 March, 2009

As a consequence of the decision of the Parliament to shorten its mandate, the President of Montenegro called early parliamentary elections for 29 March 2009. A total of 970 candidates were competing for 81 mandates, to be allocated based on a proportional list system. At the same time as the parliamentary elections, local elections took place in Budva, Herceg Novi, Niki and Tivat. For more information please visit the Montenegro country page.

Macedonia| presidential & local
22 March, 2009

Presidential and municipal elections were held in the Republic of Macedonia on 22 March 2009. The first-round of the presidential elections have ended peacefully, with partial results indicating the governing party's candidate, Gjorgje Ivanov is ahead. The second round is to be held on April 5.

Since the 1 June 2008 early parliamentary elections many steps have been taken to improve the electoral framework and prepare for recent election, such as the creation of an Action Plan for Elections, amendments to the Electoral Code, an amendment to the Constitution, and continued efforts to hold those responsible for frauds accountable before a court. Romania | parliamentary
28 November, 2008

The Romanian legislative elections of 2008 were held on 28 November. 137 members of the Senate and 332 members of the Chamber of Deputies were elected through party-list proportional representation system for a 4-year term. Czech Republic| regional & senate elections

17-18 October, 24-25 October (Second round of Senate elections) 2008

Regional elections and the first round of elections to the upper house of parliament were held in October 2008. Established in 1996, the Senate has 81 members elected for a six year term. Elections to one third of the Senate are held every two years: this time 27 seats were allocated among the winners. In the elections to one-third of the Senate, the opposition Social Democrats (CSSD) won, gaining 23 of 27 posts, while the senior government Civic Democrats (ODS) gained only three and lost their absolute majority in the Senate. Bosnia & Herzegovina | local

5 October, 2008

More than three million Bosnian citizens were registered to vote for city councils and mayors at the fourth post-war local elections in Bosnia and Herzegovina. The ballot passed without major incidents and the average turnout was a better-than-expected 55 percent. Parliamentary elections for the 110 members to the House of Representatives were held on 28 September, 2008. During the advance voting on September 23-26 more than a quarter of registered voters cast their ballots.
