Organisational Structure

The ACE Electoral Knowledge Network is currently undergoing a structural change process in order to transform the ACE Project into an integrated and more coherently and centrally managed long-term programme. Some of the below structures might be of interim nature or under development.

The coordination and management structure for the ACE Electoral Knowledge Network consists of the following bodies:

The ACE Steering Board

The ACE Steering Board (SB) comprises of one senior representative from each of the ACE Partner organisations and serves as the executive-level group ultimately responsible for making - on a consensus basis - all the key strategic and management decisions related to the ACE network. The Steering Board meets at regular intervals of time, normally at least once per year.  


The Steering Board members are responsible for ownership of the ACE Electoral Knowledge Network from the various perspectives (user’s, ACE Partner’s, executive and provider); for attendance at its meetings and for periodic and/or ad-hoc reviews; for the prioritization of any network issues; for reviewing and assessing programmatic reports and workplans; for appointing one representative of their respective Partner organisation to the Programme Advisory Board; for seconding representatives of their respective Partner organisation to the permanent ACE Secretariat, and more representatives to the ACE Secretariat, should this be institutionally and financially viable; and for providing recommendations and guidance for any action on required programmatic changes.

The ACE Secretariat

The ACE Secretariat is the responsible body for the management and implementation of all programmatic activities related to the ACE Electoral Knowledge Network. Programmatic and administrative support is provided by the personnel of the ACE Secretariat, a stand-alone entity with its own management, programmatic components, operations, financial and procurement services. All Programme personnel comprising the ACE Secretariat’s Team operate under the overall coordination of the Head of the ACE Secretariat.

During the aforementioned restructuring period, an interim ACE Secretariat is hosted by International IDEA on behalf of the ACE Partners. During the interim period, personnel comprising the ACE Secretariat is based at IDEA’s head office in Stockholm, Sweden.

The Programme Advisory Board

The task of the Programme Advisory Board (PAB) is to ensure adequate programme policy, advisory, support and quality assurance mechanisms, as well as a means of guaranteeing the necessary levels of ownership, commitment and participation by all the ACE Partners (including those that for institutional or financial reasons might be unable to second their staff to the ACE Secretariat). The PAB has beed developed form the ACE Project Management Team (PMT).

The Programme Advisory Board comprises one representative from each ACE Partner organisation serving in his or her institutional capacity to facilitate fluent and regular liaison between the Steering Board and the Head of the ACE Secretariat.
