United Kingdom: Purity of Elections in the UK - Causes for Concern, The Joseph Rowntree Reform Trust Ltd. (2008) This report was commissioned by the Joseph Rowntree Reform Trust to review the extent to which there is evidence of electoral principles and processes being undermined in the UK. The research on which this report is based principally comprised a review of existing documentary sources in the public domain, drawn from a broad range of governmental, legal, academic and journalistic sources.

The Carter Center: Developing a Methodology for Observing Electronic Voting (2007) On Nov. 2, 2006, The Carter Center hosted the first activity of this initiative—a small workshop of representatives of election observation organizations and e-voting experts aimed at fostering collaborative discussion and the development of a draft methodology for observing electronic voting. This meeting, called “Developing a Draft Methodology for Observing Electronic Voting Technologies,” built on the results of a previous workshop hosted by the Center in 2005 on the challenges posed by electronic voting technologies. Shortly after the November 2006 meeting, The Carter Center deployed a specialized technical mission to Venezuela to observe the use of electronic voting in its Dec. 3, 2006, presidential election and to conduct a preliminary field test of the methodology. Following the Venezuela mission, Carter Center staff and consultants worked to update and revise the methodology. The Center plans to test the draft methodology in at least two additional pilot missions. This short document, with the attached revised draft observation forms, summarizes the discussions of the November 2006 meeting, the methodological findings of the technical mission to Venezuela, and subsequent efforts by Carter Center staff to revise the draft methodology for observing electronic voting.
Zambia: General elections and the lessons for Zimbabwe (2006) This report was produced by the Zimbabwe Election Support Network (ZESN) after observing the 2006 elections in Zambia. It includes lessons learned for Zimbabwe.
Zambia: 2006 Tripartite Elections Report (2006) The Zambia tripartite elections were held on the 28th of September 2006 in compliance with that country’s constitutional provisions. The Zimbabwe Election Support Network dispatched a team of five observers who observed and produced this report covering the immediate pre and post election periods as well the polling period.

Document of the Copenhagen Meeting of the Conference on the Human Dimension of the CSCE (1990) The Document outlines a number of human rights and fundamental freedoms never before formally accepted in the CSCE context (i.e., the right of peaceful assembly and demonstration, the right to enjoy one's property peacefully, the rights of the child), introduces far-reaching provisions regarding national minorities and broadens the scope of the human dimension to include commitments in respect of elections
Training Manual on Human Rights Monitoring This Manual provides an overview of international human rights standards related to free and fair elections and an analysis of the issues and techniques related to election observation. It is mainly based on the publication "Human Rights and Elections - A Handbook on the Legal, Technical and Human Rights Aspects of Elections" of the (then) United Nations Centre for Human Rights.

Mexico: Explaining the Credibility Gap in Mexico’s 2006 Presidential Election, Despite Strong (Albeit Perfectable) Electoral Institutions (2006) While none of the vote-annulling claims made by Mexico presidential election loser Andrés Manuel López Obrador were backed by reliable evidence, he raised questions about the election’s credibility. This article, written by Todd A. Eisenstadt and Alejandro Poiré, claims that while part of the explanation lies in López Obrador’s ability to frame the election within Mexico’s now-defunct tradition of fraudulent elections, obstacles to full electoral transparency in Mexico do remain, and of a sufficient magnitude to justify further electoral reforms according to the authors.

"Human Rights and Elections" (1994) The "Human Rights and Elections"Handbook on the Legal, Technical and Human Rights Aspects of Elections was developed in 1994 by the United Nations Centre for Human Rights in Geneva. Although a bit outdated, this document offers a very useful and comprehensive coverage of the close inter-relationships between human rights and elections.
