Papua New Guinea: General Elections, Domestic Observation Report, The National Research Institute (2009) This is an electoral observation report released by the National Research Institute of Papua New Guinea. In 2007, The seventh general elections were held in Papua New Guinea, and Sir Micheal Somare was re-elected Prime Minister. These elections were very important for the country because for the first time a new electoral system was introduced: the the new Limited Preferential Voting (LPV) system replaced the first-past-the-post (FPTP) system. For the first time domestic electoral observers were deployed in polling stations all around the country. The National Research Institute concluded that overall the 2007 elections were well-managed and peaceful, even though election fraud and malpractice continue to be an issue in some regions of the country.
Belarus: Press Release, Presidential Elections, OSCE (2010) This is a preliminary press release of the international election observation mission. Over 500 international observers from 38 countries observed the voting and counting on behalf of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the OSCE Parliamentary Assembly. The team strongly criticized the management of the election, especially during the vote counting operations.

Peru: Final Report, NDI/Carter Center Joint Election Monitoring Project (2000) The Carter Center and the National Democratic Institute for International Affairs promoted a comprehensive international monitoring effort to observe the 2000 elections in Peru. This joint project focused mostly on the pre-election period, the most delicate one. The two institutes identified some issues regarding the lack of media coverage, incidents of intimidation, and unlawful actions by the state security agencies.
Zambia: Final Report, General Elections, The Zimbabwe Election Support Network (2006) The Zambia tripartite elections were held on the 28th of September 2006 in compliance with that country’s constitutional provisions. The Zimbabwe Election Support Network, an NGO, dispatched a team of five observers who produced this report covering the immediate pre- and post-election periods as well the polling period.
Zambia: Final Report, Presidential Elections, The Carter Center (1992) This report is based on information gathered by the Zambia Voting Observation Project (Z-Vote), which was jointly sponsored by the Carter Center of Emory University and the National Democratic Institute for International Affairs (NDI). From August to November 1991, Z-Vote organized three pre-election missions and a large-scale international election observer delegation to Zambia. Statement of Preliminary Findings and Conclusions (May 2008) Overall, these elections clearly offered an opportunity for the Georgian people to choose their representatives from amongst a wide array of choices. The authorities and other political stakeholders made efforts to conduct these elections in line with OSCE and Council of Europe commitments. The International Election Observation Mission (IEOM) identified a number of problems which made this implementation uneven and incomplete.

Nigeria: Final Report, State and Federal Elections, Commonwealth Secretariat (2007) This report, released by the Commonwealth Observer Group, is the result of an electoral observation mission in Nigeria. The mission observed the State and Federal elections held on the 14 and 21 of April in 2007. The Observer Group first presents the political background of Nigeria, and then focuses on key issues regarding the framework and the preparations for the elections. The Group takes a closer look at the role of the media, and at certain issues of the election campaign, like the role of women. In presenting the final results, the report make a number of important reccomendations.
Nigeria: Final Report, General Elections, IRI (2003) This is a report from an International Republican Institute's (IRI) observation mission in the 2003 general elections in Nigeria. In April, the Nigerian people elected a new National Assembly and a President. The Institute encountered several fraudulent acts and inadequate procedures as well as deliberate falsification, but believes that the overall integrity of the electoral process – and the outcome – was not compromised. Finally, the report makes some important recommendations for future reforms.
Ethiopia: Final Report, General Elections, The Carter Center (2009) This is an electoral observation report published by the Carter Center. This institution observed the 2005 national and regional elections in Ethiopia. Despite the successful preparations for the elections, the mission witnessed serious misconducts and unlawful activities during the electoral process. The report briefly presents the political background of the elections, and focuses mostly on the postelection observation. Ultimately, the Carter Center acknowledges the importance of these elections in the country’s democratic transition, but believes that Ethiopia did not fulfill its obligations to guarantee political rights and freedoms.
Maldives: Final Report, Presidential Elections, Commonwealth Secretariat (2008) This is a report by the Observer Group of the Commonwealth Secretariat following the 2008 Presidential elections in Maldives. The report provides a clear account of the political background, and thoroughly describes the legal framework of the elections and the election administration. The Elections Commission had to face a lot of difficulties, mostly due to ineffective voter registration procedures and, yet this could be considerate an inclusive and competitive election. The Secretariat aknoledges that these elections represent a fundamental chapter in Maldives’s on-going democratization process.
Morocco: Qualitative Evaluation, Legislative Elections, Democracy Reporting International (French) This report evaluates both the positive and the negative aspects of the elections, focusing i.a. on the low voter turnout and the political reform issues.

Togo: Final Report, Presidential Election, EU, (2010) (French version) EU EOM conducted an assessment of the electoral process for the presidential election on March 4, 2010, in accordance with international and regional standards on elections, and with the laws of Togo. It was the second election for the presidency since the death of President Gnassingbe Eyadema in 2005. Bosnia and Herzegovina: General Elections, Final Report, OSCE/ODIHR (2010) The OSCE/ODIHR was invited bu the Central Election Commission of Bosnia and Herzegovina to observe the October 3 general elections, and deployed an Election Observation Mission on 26 August. This is the final report, published on December 17, 2010.
Rwanda: Observation Report, Legislative Elections, European Union (2008) The 2008 elections for the Chamber of Deputies were the second legislative elections after the introduction of the new constitution in 2003. The report concludes that although the elections took place in a relatively peaceful environment, there were some fundamental shortcomings in regards to both regional and international democratic election standards.
Ethiopia: Final Report, House of Peoples' Representatives and State Councils, EU, (2010) (Amharic version) Final Report by EU EOM on House of Peoples' Representatives and State Council elections, hold on 23 May 2010 in Ethiopia. Polling procedures were followed correctly throughout the day. Maldives: Pre-election Statement, Local Elections, Transparency International (2011) This statement was released by Transparency International. TI coordinated a nation-wide domestic election observation of the 2011 Local Council Election, which involved 105 observers in 41 islands over all seven provinces. The observers expressed their concern on the general environment of mistrust between the election administration, the government, political parties, candidates and the media, which translates into a lack of trust towards the electoral system itself.

Forty-four candidates registered for the Presidential Elections, almost all as independent candidates running largely on the basis of their ethnic or tribal origins or their personal and political reputation. Afghanistan:Preliminary Statement, Presidential and Provincial Council Elections, EU, (2009) Despite the best efforts of the Afghan authorities, notably the Independent Election Commission, the conduct of these elections was inevitably affected. Election day was marred by a number of violent incidents, targeting polling stations and government facilities throughout the country. Although these significant deterrents, afghan citizens came out to cast their votes. The participation rate was considerably higher in the North of the country and particularly low in the South.

Guinea Bissau: Preliminary Statement, Early Presidential Elections-Second Round, (2009) The two‐week electoral campaign for the second round was held in a quiet and orderly manner. As in the first round, the second round election was conducted under a legal framework that provided for democratic elections. The EU EOM considers, however, that the legal framework can be improved, harmonized and simplified in advance of future elections. Essential improvements already recommended by past EU EOMs include, among others, then implementation of the vote of the Guinean Diaspora, a provision for election monitoring by non‐partisans groups of domestic observers.

Kyrgyzstan: OSCE/ODIHR Final Report on the 16 December 2007 Pre-term Parliamentary Elections In their Statement of Preliminary Findings and Conclusions, the OSCE/ODIHR and the OSCE PA concluded that the 16 December pre-term parliamentary elections failed to meet a number of OSCE commitments, despite respecting some that underscore existing pluralism. The elections were a missed opportunity, falling short of public expectations for the further consolidation of the democratic election process in Kyrgyzstan. Further efforts and political will are necessary to underpin the progress which was evident during the 2005 presidential election.

Kyrgyz Republic: Final Report, Presidential Elections, OSCE/ODIHR (2009) The 23 July 2009 presidential election in the Kyrgyz Republic failed to meet key OSCE commitments for democratic elections, in particular the commitment to guarantee equal suffrage, to ensure that votes are reported honestly and that political campaigning is conducted in a fair and free atmosphere as well as to maintain a clear separation between party and state. Tajikistan: Final Report on the 6 November 2006 Presidential Election, OSCE/ODIHR (2006) The 6 November 2006 presidential election in the Republic of Tajikistan did not fully test democratic electoral practices as outlined in the 1990 OSCE Copenhagen Document, due to a lack of genuine choice and meaningful pluralism, and revealed substantial shortcomings. Despite the presence of five candidates and some administrative improvements, the 6 November 2006 presidential election was characterized by a marked absence of competition. Parties that determined themselves as political opposition to the incumbent chose not to nominate candidates. As a result, voters were presented with a choice that was only nominal.

They signified the end of an intense electoral succession of elections and referendum since late 2006. The elections took place in a peaceful manner with local exceptions. Freedoms of expression and assembly were generally respected. However during the campaign period, the media did not provide the same level playing field.

While the campaign was characterised by significant inequalities between the two contenders in terms of resources and access to the media, the electoral process was transparent and there were no relevant irregularities, enabling an outcome which reflects the will of the Salvadorian people.

The report briefly presents the political system of the country, and the pre-election events. The elections organization and management were marginally effected by the Tsunami, even though the reconstruction was not completed: it was a period of socio-economic change. The observation mission realized that freedom of expression and press was not respected. Great challenges undermined the success of these elections, like the lack of a multi-party system and a strong dominance of the government bodies. These elections were actually a part of a broader and ongoing institutional reforms process.
