Currently employed by IFES-USAID as Chief of Party, Africa.Formerly Director of Elections, Jamaica, and Special Adviser, Commonwealth Secretariat, dealing with electoral matters. Consultant in electoral legal and managerial matters since 2001. Specialised in several areas of electoral structures and processes, including modernization of constitutional provisions relating to election, designing electoral laws and regulations, advising on construction of fair electoral boundaries, designing voter education programmes. Written many books and articles on electoral matters, including the latest: Improving the Organisation of Elections: A 2006 Perspective. Worked with EMBs in many countries including: Jamaica, Antigua & Barbuda,Botswana, Bangladesh, Cayman Islands, Cameroon, Indonesia (Aceh), Kenya, Lesotho, Liberia, Malawi, Mozambique,Namibia, Nigeria, Sierra Leone, South Africa, Tanzania (including Zanzibar),and Zambia.
