Previously worked with UNDP/Mexico on various electoral projects (2003, 2006-7), head of UN electoral team in Liberia (2005), member of Joint Electoral Management Body (Afghanistan) 2003-2005 (and vice-chair 2004), deputy chief electoral officer Independent Electoral Commission, Timor-Leste (2000-2002), member of ACE Project Steering Committee (1998-2000), IFES Director of Information Resources (1992-2000). PhD (Johns Hopkins School of Advanced International Studies, 2000) on public perceptions of mechanisms of direct democracy in Uruguay and Ecuador.
