комментарии The Rules shall specify the measures to guarantee the rights of all candidates and political parties participating in an election in the use of public media on the basis of equality and equal opportunities, and to prevent any kind of discrimination between them in the coverage of the electoral campaign news. The Commission shall, together with the public media means and in consultation with all political parties participating in the elections, prepare a comprehensive programme to guarantee the equal use of such means by all parties for the purposes of their electoral campaign.
