Iraq: Out-of-Country Voting Programme
The Independent Electoral Commission of Iraq (IECI) signed a Memorandum of Understanding with the International Organization for Migration (IOM) authorising IOM to conduct an Out-of-Country Voting (OCV) Programme on behalf, and under the supervision of the IECI, to enable Iraqis living abroad to participate in the 2005 National Assembly election.
