The "Human Rights and Elections"Handbook on the Legal, Technical and Human Rights Aspects of Elections was developed in 1994 by the United Nations Centre for Human Rights in Geneva. Although a bit outdated, this document offers a very useful and comprehensive coverage of the close inter-relationships between human rights and elections.
