Training Manual on Human Rights Monitoring

This Manual provides an overview of international human rights standards related to free and fair elections and an analysis of the issues and techniques related to election observation. It is mainly based on the publication "Human Rights and Elections - A Handbook on the Legal, Technical and Human Rights Aspects of Elections" of the (then) United Nations Centre for Human Rights.
