IFES: Challenging the Norms and Standards of Election Administration (2007)

The papers in this collection identify evolving concerns that EMBs increasingly face. The five electoral issues addressed by these papers do not currently have accepted norms and standards that EMBs (and others) can utilize to shape effective policies and procedures.
