This paper also provides an overview of the procurement aspects of introducing ICTs, the processes and procedures as well as the main challenges. The European Union and UNDP collaborated closely with International IDEA and the ACE Electoral Knowledge Network in drafting this paper, and it will be therefore published as ACE Focus On.

Within the framework of the Strategic Partnership between EC and UNDP, a specific document on Electoral Assistance activities was signed in April 2006 – the Operational Guidelines on Electoral Assistance. This document rationalized an existing de facto partnership on the ground and aimed at clarifying implementation aspects, tightening up and improving the EC/UNDP collaboration on electoral assistance and providing for more concrete involvement and influence of the EC in the preparation of projects. In practical terms, it provides Delegations with a centrally agreed operational framework for the implementation of electoral assistance projects; and is applicable only when and if a Delegation decides to contribute to UNDP managed project of assistance.
