EU: Go-ahead given to the European citizens' initiative, Council of the European Union (2011)
|
The Council of the European Union adopted yesterday a regulation that will make it possible for EU citizens to call for legislative proposals on a specific issue. The European Citizens' Initiative requires support from one quarter of EU member states. The number of required signatures from each of these countries is the number of Members of the European Parliament elected in each member state multiplied by 750. The proposed initiative must fall under EU competence and the organisers have 12 months to collect the signatures (in paper form or electronically). The regulation on Citizens' Initiative will be applicable in February 2012 giving member states and the Commission time to take the necessary measures.

The Organization for Security and Co-operation in Europe (OSCE) published this report after an Election Assessment Mission in Belgium. OSCE officials observed the 2007 federal elections in the country. The report presents the legal framework of the Belgian elections, the preparations for the elections, focusing on the campaign (important in a linguistically-divided country). Special attention was given to the electronic voting system that was covering 44% of the electorate.
