Description of Electoral System:

(Courtesy of IFES election guide, Argentina’s Constitution and Argentinean Electoral Code)

Map of Argentina (small)The President is elected by popular vote to serve a 4 year term. In the Senate (Senado de la Nación) 72 members are elected by direct vote. In the Chamber of Deputies (Cámara de Diputados) 257 members are elected by direct vote. One-third of the members are elected every two years to serve a six-year term. Half of the members are elected every two years to serve a four-year term. The type of the electoral system  is a proportional representation.

Presidential elections are done with a unique ballot (boleta única) with a direct vote. The candidate that obtains 45% or more of the valid votes, or 40% with a distance of 10% of the following one, will win the election. In the second round, it will be simple majority. For the election of deputies they use the D´hondt method and for the elections of the senators the majority system with incomplete list.

The elections are organized by the Executive Brunch (Dirección Nacional Electoral- National Electoral Direction) but controlled and watched over by an independent organ (Cámara Nacional Electoral – Electoral National Chamber).

The CNE (Electoral National Chamber) is part of electoral national justice and is composed by 24 federal courts of First instance with competition in each one of the electoral districts of the country (23 provinces and City of Buenos Aires).

The Juntas Electorales Nacionales (JEN) are temporal organs of administrative nature that are constituted 60 days before each election and are in charge of  solving administrative questions of the elections, operations of definitive scrutiny, validating an election and proclaiming  the elected candidates.
