Early Parliamentary Elections, 29 March, 2009

The President is elected by direct vote to serve a 5-year term. In the Assembly (Skupstina), 81 members are elected through a party-list proportional representation system to serve 4-year terms.

Recent elections

As a consequence of the decision of the Parliament to shorten its mandate, the President of Montenegro called early parliamentary elections for 29 March 2009. A total of 970 candidates
were competing for 81 mandates, to be allocated based on a proportional list system. At the same time as the parliamentary elections, local elections took place in Budva, Herceg Novi, Niki and Tivat. Please click here to read the interim report of the OSCE ODIHR Election Observation Mission.

The first parliamentary elections in the newly independent Republic of Montenegro took place on September 10, 2006, with Prime Minister Milo Đukanović claiming absolute victory for his Coalition for European Montenegro, which won 41 seats in the 81 seat parliament with the vote near fully counted. The opposition blocs together received 34 seats (11 for the Socialist People's Party and the Movement for Changes each and 12 for the Serbian List).
