The following report is divided into five parts. The introduction offers background on the meetings the Carter delegation held while in Mexico. Section II discusses the 1996 electoral reforms and their effects on the July 6 elections. Section III compares the 1994 to the 1997 elections. Section IV discusses the challenges the Mexican democracy as it approaches its next presidential election in 2000. Section V offers a brief conclusion regarding the Mexican electoral process.
