Description of Electoral System
Political Organization: Democratic and representative government comprised of 14 departments.
Form of Government: Presidential.
- National Executive Power: The President is both the Chief of State and Head of Government. The President is elected by popular vote for a single five-year term. The President is constitutionally prohibited from re-election.
- National Legislative Power: The Legislative Assembly is composed of eighty-four proprietor representatives and an equal number substitute representative that serve three-year terms. Legislative Assembly representatives may be re-elected.
Electoral System
The President of the Republic: is elected along with the Vice President on the same ballot by popular vote. An absolute majority is established by half plus one of the valid votes. When neither political party or coalition of parties obtains an absolute majority, a run-off election is carried out between the two candidates that have obtained the majority of votes.
The Congress of the Republic: a proportional representational system is utilized to elect between 20 – 64 representatives from a national list which are distributed between the country’s 14 departments. Each department represents a district which elects a variable number of representatives according to legally determined allocations.
Elections 2012
El Salvador's registered voters amount to 4.799,541 million citizens, of which 48.3% might benefit from the project to descentralize the location of the polling centres and place them nearer to the voter's address in the elections of March 11th, 2012, when they choose:
- 262 municipal councils
- 84 seats of the Legislative Assembly
- 20 seats of the Centroamerican Parliament
It is with that in mind that 1,300 Polling Centres will be installed with a total of 11,000 polling stations in the 262 municipalities of the country.
These are the nine contending political parties are:
- ARENA - Alianza Republicana Nacionalista
- CD - Cambio Democrático
- Concertación Nacional
- FPS - Fraternidad Patriota Salvadoreña
- FMLN - Frente Farabundo Martí para la Liberación Nacional (actualmente el partido gobernante)
- GANA - Gran Alianza por la Unidad Nacional
- Partido Nacional Liberal
- PES - Partido de la Esperanza
- Partido Popular
Elections 2009
On January 18th, 2009, 53.64% of El Salvador's 4.226,479 million citizens cast their vote to choose:
- 262 municipal councils
- 84 seats of the Legislative Assembly
- 20 seats of the Centroamerican Parliament
For that purpose, 9,533 polling sites, along the 262 municipalities in which the country is divided, were installed.
Then, on the presidential election of March 15th, 2009 that followed 62.43% of the 4.226,479 million Salvadorians went to vote. Mauricio Funes, in representation of Frente Farabundo Martí para la Liberación Nacional (FMLN), won by achieving 51.32% of the valid votes cast.
