Monaco elects on national level a legislature (parliament). The National Council (Conseil National) has 24 members, elected for a five year term, 16 elected by a list majority system, 8 by a proportional representation.

Parliamentary elections were held in Monaco on 9 February 2003. The Union for Monaco, a coalition of three opposition parties, won a landslide victory against their main opponents, the Rally for Monaco - National and Democratic Union (which had been in power for around 40 years), taking 21 of the 24 seats.
