Azerbaijan: Statement of preliminary findings and conclusions on the 15 October 2008 presidential election, IOM (2008)
The presidential election in the Republic of Azerbaijan was called for 15 October 2008, as required by constitutional provisions. The elections marked considerable progress toward meeting OSCE and Council of Europe commitments and other international standards but did not meet all commitments. The election process was carried out in a peaceful manner, but was characterized by a lack of robust competition and of vibrant political discourse facilitated by media, and thus did not reflect all the principles of a meaningful and pluralistic democratic election. Regrettably, some opposition parties boycotted the election, citing longstanding obstacles to equal opportunities, thus further limiting the scope for a credible choice for the electorate.

OSCE/ODIHR 2nd interim report on 15 October 2008 Presidential Elections in Azerbaijan. The report covers the period of 18-30 September 2008, the election campaign period.
Azerbaijan: Presidential Election: Interim Report 1, OSCE/ODIHR (2008)
OSCE/ODIHR launched its election observation mission in Azerbaijan on 1 September, 2008. The Interim Report 1 covers pre-election activities for the period 1-17 September 2008, mainly legal framework, election administration, voter registration, candidate nomination and registration, the political environment and electoral campaign, media, complaints and appeals, domestic and international observers.
Azerbaijan: OSCE-ODIHR Needs Assessment Mission Report (2008)
OSCE/ODIHR undertook a Needs Assessment Mission (NAM) to the Republic of Azerbaijan from 17 to 20 June 2008. The purpose of the OSCE/ODIHR NAM was to assess the conditions and level of preparation for the presidential election scheduled to be held in October 2008, and to advise on the deployment of a possible OSCE/ODIHR Election Observation Mission (EOM).
