Capacity development can be an integral part of any strategy for meaningful participation. This is also highlighted in the international legal framework that addresses youth. The UNDP approach to capacity development “reflects the viewpoint that capacity resides within individuals, as well as at the level of organizations and within the enabling environment.”[i] These three levels form an integrated system, as illustrated in the figure below.[ii]
