The EMB shall, according to law, design a voter education program. In co-operation with media this education shall be executed. Civil society may also take part in this. However, according to the Commonwealth election observer group, no voter education was conducted in the run-up to the 2004 elections. The reason for this was lack of funds, the EMB received its funds only a few weeks before the election and this made it impossible to conduct voter education. The answers above refers therefore to the legal provisions for voter education and not the actual situation as it was like in the 2004 elections.

The Electoral Justice shall widely disseminate, through announcements broadcast in compliance with the provisions of Article 250, § 5, on radio and television, as well as through posters displayed in public places, the names of the registered candidates, indicating the party to which they belong, as well as the number under which they were registered, in the case of candidates for deputy and city councilor.
Election Law:
Art. 93. The Superior Electoral Court may, in election years, request from radio and television broadcasters, during the one-month period prior to the start of electoral propaganda referred to in Article 36 and during the three days preceding the election date, up to ten minutes per day, whether continuous or not, which may be accumulated and used on separate days, for the dissemination of announcements, bulletins, and instructions to the electorate.

Article 15: Sources of Public Information
(1) Each Municipality shall issue a decree informing the voters of the time and place of the elections to be held in the respective Municipality. This
decree shall be issued no later than fifteen days prior to the day of the elections, and advertised in a manner usual in the Municipality in question. Should a Municipality be divided into two or more electoral wards, the decree shall provide information on which sections or parts of the Municipality shall belong to which of the wards, and the decree shall be made public within the area of each of the wards.
(2) Local Authorities shall also notify the electorate of their obligation to prove their identity and show evidence that they are Citizens of the
Czech Republic, and shall furnish further pieces of information required for a smooth process of polling.
Mayors

The Population Registration Center is responsible to send out a Polling Card to all eligible voters before election day, containing information of how, when and where to vote and additional information related to the voting procedure.

"Insofar as this is possible, the Population Register Centre shall, in an appropriate manner and in
good time before municipal elections and elections to the European Parliament, inform all citizens
of other Member States of the European Union who fulfil the conditions laid down for the eligible
voters that these persons will, according to the information contained in the Population
Information System, have the right to vote in the elections and that they will be eligible to stand
as candidates. These persons shall also be informed of the procedure which is necessary in order
for them to exercise their right to vote and to meet the candidate eligibility requirements."
The MoJ made efforts to expand voter education and the electoral information available, including extensive website content. Personal letters were sent to all new voters, while pamphlets and booklets were sent to schools for teaching purposes. The MoJ established a presence in social media, such as Facebook, where they held a number of well-attended live question and answer sessions. Information guides were distributed in 20 languages. For the first time, candidate lists were provided on audio CD and in Braille making it possible for the visually impaired to independently study candidate lists in their district.

The French overseas departments (Guadeloupe, French Guiana, Martinique, Réunion) elects candidates to the French Senate and House of Representatives. The overseas departments follow the same rules as the metropole regarding the organization of the elections. They do however enjoy certain specificities concerning electoral expenditure : certain travel expenses of the candidates are not taken into account in the ceiling of candidates' election expenses (article L.52-12 of the electoral code). Besides, the French Parliament is discussing a bill which would allow elections to be held on Saturday in Guadeloupe, Martinique and Guiana (because of the time lag, people from these departments knew the results of the elections in the metropole before they voted).

The French overseas departments (Guadeloupe, French Guiana, Martinique, Réunion) elects candidates to the French Senate and House of Representatives. The overseas departments follow the same rules as the metropole regarding the organization of the elections. They do however enjoy certain specificities concerning electoral expenditure : certain travel expenses of the candidates are not taken into account in the ceiling of candidates' election expenses (article L.52-12 of the electoral code). Besides, the French Parliament is discussing a bill which would allow elections to be held on Saturday in Guadeloupe, Martinique and Guiana (because of the time lag, people from these departments knew the results of the elections in the metropole before they voted).

Art. 50: As of the date of candidate list validation, until completion of the election campaign (hereinafter referred to as the election campaign), candidate list submitting entities shall be entitled to inform citizens of their candidates, programmes and activities on a daily basis, in equal duration and free of charge, through the national public broadcaster Radio and Television of Montenegro, as well as through regional and local public broadcasters, within the same daily timeslots and topical coverage of news-stories.
Art. 56: During election campaigns, Television of Montenegro and Radio of Montenegro shall organise and broadcast at least two 90 minutes shows per week within the political information programme, in which the validated candidate list submitting entities and candidates from those lists will have a head-to-head debate, in the timeslot from 20 to 23 hours, as agreed by the editorial board and candidate list submitting entities.

Besides, the French Parliament is discussing a bill which would allow elections to be held on Saturday in Guadeloupe, Martinique and Guiana (because of the time lag, people from these departments knew the results of the elections in the metropole before they voted).
