- The draft recommendation from the Multidisciplinary Ad Hoc Group of Specialists on legal, operational and technical standards for e-enabled voting (IP1-S-EE) entrusted by the Committee of Ministers of the Council of Europe with the task of developing a set of standards which could be used as a reference by member states considering the introduction of e-voting systems. This draft recommendation is expected to be submitted to the Committee of Ministers in autumn 2004 to be discussed in view to be adopted. The expected output will be a set of legal and operational standards and core technical requirements for e-voting likely to be followed by the ICT industry. The legal standards are intended to apply the principles of existing Council of Europe and other international instruments in the field of elections to the circumstances of e-voting.
