Azerbaijan: Final Report on Presidential Elections, OSCE/ODIHR (2008)
This document presents the final opinion of OSCE/ODIHR on Azerbaijani Presidential Elections of 15 October 2008. The report states that while the presidential election marked considerable progress towards meeting OSCE commitments and other international standards, in particular with regard to some technical aspects of election administration, the election process failed to meet some OSCE commitments.

The presidential election in the Republic of Azerbaijan was called for 15 October 2008, as required by constitutional provisions. The elections marked considerable progress toward meeting OSCE and Council of Europe commitments and other international standards but did not meet all commitments. The election process was carried out in a peaceful manner, but was characterized by a lack of robust competition and of vibrant political discourse facilitated by media, and thus did not reflect all the principles of a meaningful and pluralistic democratic election. Regrettably, some opposition parties boycotted the election, citing longstanding obstacles to equal opportunities, thus further limiting the scope for a credible choice for the electorate.

OSCE/ODIHR launched its election observation mission in Azerbaijan on 1 September, 2008. The Interim Report 1 covers pre-election activities for the period 1-17 September 2008, mainly legal framework, election administration, voter registration, candidate nomination and registration, the political environment and electoral campaign, media, complaints and appeals, domestic and international observers.

OSCE/ODIHR undertook a Needs Assessment Mission (NAM) to the Republic of Azerbaijan from 17 to 20 June 2008. The purpose of the OSCE/ODIHR NAM was to assess the conditions and level of preparation for the presidential election scheduled to be held in October 2008, and to advise on the deployment of a possible OSCE/ODIHR Election Observation Mission (EOM).

TBILISI, 22 May 2008 - Political stakeholders in Georgia made efforts to conduct yesterday's parliamentary elections in line with international standards, but a number of problems were identified which made their implementation uneven and incomplete, the International Election Observation Mission said in a preliminary statement released today.

According to these initial results only four political groups have managed to clear the 5% threshold needed to endorse MP candidates through the proportional, party-list system. The ruling party leads with 61.6%, followed by the nine-party opposition bloc with 14.9%; the Christian-Democratic Party – 7.9%; the Labor Party – 6.7%.

Early exit polls results projected a sweeping victory for the ruling party in yesterday’s parliamentary elections. Opposition leaders, who had instructed supporters to boycott the exit polling, dismissed the results as rigged.

The ruling National Movement Party has 63.2% of votes in the 21 parliamentary elections, according to early exit poll results. All the major opposition parties have announced long before the elections that they would not trust exit polls.
