Answer: a. Yes
Comments: Art. 14: Elections of the President of the Republic of Belarus shall be held within the united constituency comprising the whole territory of the Republic of Belarus. Art. 15: 110 electoral circuits are created for the holding of elections of deputies of the House of Representatives on the territory of the Republic of Belarus.

Comments: 110 electoral circuits are created for the holding of elections of deputies of the House of Representatives on the territory of the Republic of Belarus. Electoral circuits are created with an approximately equal number of electors: deviation of the number of electors in the electoral circuit may not exceed 10 percent.
