Constitutional amendments need a majority of three quarters (3/4) of the members of the National Assembly or are adopted by referendum.
When circumstances so require, the President of the Republic may submit to a referendum, after consulting the Council of Ministers, the Office of the National Assembly and the President of the Constitutional Court, any bill or any law already passed by the National Assembly before its publication.
The text adopted by the people at the referendum is promulgated within fifteen (15) days.
