Réponses	The registration of voters referendum participants shall be effected by the Head of a municipal unit, (if this office is not provided by the charter of the municipal unit, by a person duly authorized by a body of local self-government), the commander of a military unit, the Head of a diplomatic mission, consular establishment of the Russian Federation as of January 1 and July 1 of each year with the utilization of the State Automated System of the Russian Federation. 5. The federal bodies of executive power, bodies of executive branch of Subjects of the Russian Federation shall render assistance to the bodies of local self-government and election commissions in registering voters, referendum participants and updating the data on registered voters, referendum participants.
