The Commission delineates the boundaries for direct elections on the condition that the number of people encompassed in one constituency must not be in excess of or less than 20% of the median standard. The median standard represents the total population of the Sudanese Republic or province or locality divided by the number of members in the National Assembly or the Provincial or Local Assemblies who were elected directly respectively.

The electoral boundaries do not change automatically. As for Riksdag elections, the counstituencies are stated in the Swedish Elections Act. Before each election, the local authorities decide whether to keep the existing boundaries or change them due to, for example, new settlements. For boundaries to be changed there has to be essential changes in the population structure.

There are no specific provisions in the electoral legislation or the Constitution except the ability to subdivide Districts into wards and the ability by Parliament to make "special provisions" for parts of Tuvalu with special "electoral problems". To redraw boundaries would mean an amendment of the Electoral Provisons Schedule 1. There is a discrepency in both the Constitution and Electoral Provisions in that they both state what should constitute a District(Constituency) but make no provision to change the composition of that District should that District no longer comply with definitions in the Constitution or Electoral Provisions.
