The CCE is responsible for conducting referenda. The wording of the question may be amended only with the consent of the initiative group, and the minutes of the meeting of the group, confirming such consent, shall be submitted. So it follows from the wording of the law that the CCE decides about the question, however this decision presupposes consent of the initiator. This rule is, however, applicable only for initiative group of electors. The whole aim of the law is to protect the initiator of a referendum, so it seems to be applicable for other initiators, as well.
If the initiative is successful and the President of the Republic announces a referendum, he/she is entitled to determine final form of the initiative.
