Peoples Legislative Iniciative Act 3/1984 http://www.igsap.map.es/cia/dispo/24621.htm Section 11.
1. The pages that contain the signatures collected, as well as the attached documents that certify that the electors that have signed are registered in the electoral census as having 18 years old, will be sned to the Provincial Electoral Committee in order to be verified and counted. The Provincial Electoral Committee, in a 15 days time, will send all documentation to the Central Electoral Committee.
2. The Central Electoral Committee can ask the Provincial Electoral Committees assistance in order to do the acreditation of the signatures .
3. The Commission that presented the Citizens iniciative can require, at any momment, from the Provincial Electoral Commissions all the information they wish to know about the number of signatures collected.

c) The Law of Georgia on Referendum, art. 11: "2. The signatures are collected on the paper of signature of sample, established by the central commission on referendum and agreed with the initiative group. Every such paper must be signed by not more than 50 civilians, which by their own hand put their name, surname, date of birth, the number of the document of identification, an address and the date of signature. Every paper filled up by the above mentioned data is signed by the person (indicating his address) which is responsible for signature collection, and his signature is attested in the notary bureau or in the body of local self government."
The Law of Georgia on Referendum, art. 12: "2. The central commission on referendum checks the sending materials and if it considers that they do not contradict to the requests of present law represents to the President its conclusion and demand of the initiative group about carrying out the referendum not later then one month from the date of receipt the material. 3. If its established that the civilian twice or more then one time signed the statement about carrying out the referendum all his signatures are considered as invalid."

All signatures are checked by the municipality where the signatories are registered. The signatures are also checked on federal level by the Federal Chancellery. Usually (if there are far enough signatures, e.g. 200000 for an initiative), the Federal Chancellery does only a sample control. If the number of signatures is very close (e.g. 105000 for an initiative), the Federal Chancellery checkes signatures more closely.

the initiative group must check every signature (art. 18.), and the correctness of information in the petition form shall be certified by signatures of two members of the initiative group. Than the signatures of the members of the initiative group in the petition form must be certified by a signature of an official person specially authorized for that by the Chairperson of rayon, city (cities of republican and oblast subordination) Council of peoples' deputies which registered the local referendum initiative group. The petition form may be copied.
During the collection of signatures, the Chairperson of an appropriate Council of peoples' deputies, where signatures of the initiative group members are certified, shall organize the checking of the authenticity of records on petition forms.
In case of an all-Ukrainian referendum the Central Commission shall partially or fully check the authenticity of submitted documents.
