The Government recommends whether the initiative or referendum should be accepted or rejected. The Government is not actually allowed to campaign, but it is its duty to give information to the voters.
The fact that in the Swiss Government, the major 4 political parties are represented ensures that the information for the voters is as non-partisan as possible. However, the Government is allowed to indicate the reasons of its support or rejection of the issue that is put to vote.
