The vote counting procedure shall be as follows:
The ballot box shall be opened and the number of envelopes contained therein checked;
- One of the scrutineers shall take the ballot paper out of each envelope, unfold it and hand it to another scrutineer who shall read it aloud; the name of the candidate or list of candidates, or the choice “YES” or “NO” in case of referendum,
appearing on the ballot paper shall be recorded by two scrutineers on specially prepared counting sheets.
Where an envelope contains several ballot papers, such ballot papers shall be invalid if they are different; they shall count as one vote if they are identical.
(2) The result of counting shall not take into account:
- Any ballot paper bearing any signs, marks or signature by which the elector may be identified; Ballot papers contained in envelopes bearing signs of a similar nature or in envelopes other than those officially made available to electors;
- Any ballot paper other than officially printed ballot papers.
(3) Ballot papers so declared invalid and, where applicable,envelopes containing such ballot papers shall be attached to the report which shall mention the number of such invalid ballot papers. Ballot papers found in the ballot box without any envelope and envelopes found empty shall likewise be regarded as invalid and mentioned in the report. Counting sheets shall be attached to the report.

1. (…) During the count of ballots, the chairperson of the commission or an assigned member of the commission shall demonstrate a ballot to persons, who are present at polling station, and shall announce the will the voter.
In this case the ballots shall be stacked in a pile per each candidate or a political party which has nominated the party list and in a pile for null and void ballots. (Constitutional Law on Elections in the RK, Art. 43,1)
3-1. In the end of the voting, before the ballot-boxes with the ballot papers are opened, the precinct election commission on the basis of voter registers shall count the number of the voters who have received the ballot papers and shall define their total number. The chairperson of the precinct election commission or a member of the commission replacing him/her shall announce the results of the counting and shall write them in the protocol on voting results. (Constitutional Law on Elections in the RK, Art. 43,3-1)
4. Before opening of ballot-boxes all the unused ballot papers shall be counted and cancelled by the corresponding election commission. The election commission on the basis of the voter registers shall determine:
1) the total number of voters (electors) at the polling station;
2) the number of the voters (electors) who have received ballots;
3) the number of the ballots issued by each member of the commission.
4-1. After opening of the ballot-boxes, the election commission on the basis of the number of the ballot papers shall determine:
1) total number of the voters (electors) who have taken part in voting;
2) number of votes cast for each candidate, per each political party;
3) number of the ballots recognized as null and void;
4) number of the ballots received by the precinct election commission;
5) number of the cancelled ballots.

8. (…) The copy of the protocol shall be immediately posted up in the premise of the polling station in a specially designated place for a public scrutiny and shall be kept in the premise within two days. By the request of a person who according to this Constitutional Act shall be present during vote count, he/she can be issued with a copy of the protocol certified with the signatures of the chairperson and the secretary of the commission and the seal of the election commission. (Constitutional Law on Elections in the RK, Art. 43, 8)
8-1. Copy of the protocol on the election results in the given constituency shall be posted up in the premise of the polling station for public scrutiny and shall be kept in the given premise for three days.
At the request of a person who according to this Constitutional Act can be present during vote count, the named person shall be issued with a copy of the protocol certified by signatures of the chairperson and the secretary of the commission and the seal of the election commission. Electoral Code, Article 114:
The results of the voting at polling stationsshall be tabulatedand determined in the following manner:
- the unused ballotsshall be counted, and after the counting, first the bottom right-hand corner shall be torn off and then they shall be put in a special envelope which shall be closed, sealed and the number of the polling station and the number of the unused ballots shall be written on it;
- the total number of voters registered in the Voter Listwho have cast their vote and countersigned the Voter List or have deposited their fingerprint shall be determined;
- the ballot box shall be opened and the counting of votes shall begin;
- by drawing lots,one member shallbe selected to take out and open the ballots from the ballot box one at a time and hand them over to the president of the ElectionBoard;
- the ballot shall beshown to all Election Board members, to the present representatives of the lists submitters and to the observers;
- the Election Board shall determine whether the ballot is valid or not and for which list of candidates i.e. candidate the vote has been cast;
- the cast vote shall be recorded, the ballot shall be put in the corresponding place and a new ballot shall be taken out of the ballot box.
Electoral Code, Article 116:
(1)The Election Board shall enter the following information in the protocol: the ordinal number of the polling place, the number of the decision for establishing the Election Board, the time of beginning and concluding the voting; the total number of voters in the polling station according to the Voter List; the total number of voters who have voted; the total number of ill and incapacitated persons who have voted; the total number of ballots put in the ballot box; the total number of ballots that have not been used; the total number of invalid ballots and the total number of votes won by each list of candidates separately.
Article 118
(1)The protocols and the other election material shall be submitted to the Municipal Election Commission i.e. the Election Commission of the City of Skopje by the Election Board within 5hoursafter the voting is completed.
(2)A copy of the protocols duplicated as a carbon copy shall be given to every representative of the list submitter and the accredited observers. The original sample that has previously been verified with a seal by the State Election Commission shall be submitted to the Municipal Election Commission i.e. the Election Commission of the City of Skopje.
(3)Upon the completion of the activities prescribed in paragraphs (1)and (2)of this article, the Election Board shall immediately announce and publish the tabulated results from the voting conducted at the polling place.

The process of counting votes could be classified into three stages. Stage 1 consists of counting the number of ballot papers in each box. Stage 2 consists of sorting and counting the ballot papers according to the valid votes received and the preparation of the statement of votes received by each party and group in the Electoral District. Stage 3 consists of recording the preferences received by each candidate in the tally sheet and transferring them through a series of summary sheets into a district list for a party or a group, which gives the total number of preferences received by each party in the electoral district.

The counting of votes must be conducted in the polling station immediately after the voting
is over.
Before opening the ballot box, the Election Team must count, write a report on and seal the unused
ballots and have to invite two voters who are not candidates to witness the vote count.
The candidates, the representatives of the agencies, organizations and units that nominate the
candidates and/or the authorized persons shall have the right to witness the vote count and make
complaints about it. Reporters of the press shall be allowed to witness the vote count.

Ballot boxes shall be examined by the First Sub-Committee to ensure that they are intact. This shall be recorded in minutes confirming the time, place, names and titles of persons who are present when vote-counting take place. The minutes shall be signed by the head and members of the said committee and by candidates or their representatives. Ballot slips in each box shall be counted. Tables shall be made and recorded indicating the exact number of total votes, names of candidates, the exact number of votes secured by each candidate and the exact number of void ballots. Once a ballot slip is counted and recorded, it shall be marked as such by the head of the committee. Each Sub-Committee shall undertake crosschecks to ensure that all figures appertaining to valid and void ballots. The same procedure shall be applied to ensure that there are no discrepancies between the actual number of used and unused ballot slips at the end of voting. Final vote counting results shall be recorded.
