Comments: The Electoral Commission is Independent. It therefore adopts its budget and its Rules of Procedure which are endorsed by decrees issued by the Council of Ministers. The State provides the Independent Electoral Commission with the financial resources prescribed in its budget, as well as with the materials and human resources necessary for the accomplishment of its mission. Operating costs of the Independent Electoral Commission are covered by the State and are prescribed in the national budget.
