There shall from time to time be appointed by Order in Executive Council a Chief Electoral Officer, stationed in Rarotonga, who shall be charged with the duty of carrying the provisions of the Electoral Act into effect. The Chief Electoral Officer shall appoint a Deputy Chief Electoral Officer, and in the event of any election, appoint the following electoral officials:
(a) a Returning Officer for each constituency, who shall be in charge of the election in the constituency for which he or she is appointed;
(b) a substitute for any Returning Officer to act in the case of the illness, absence, resignation, death, or removal of that officer.
With the approval of the Chief Electoral Officer, every Returning Officer may appoint as many Presiding Officers and Poll Clerks or substitutes as he or she deems necessary for the effective taking of the poll at every polling booth.
