Answer: a. Yes
Comments: For electoral purposes, the political and administrative division of the country (thirty provinces and the national district) is used, where each province is a single constituency with a variable amount of seats. The constituencies must have 50,000 inhabitants or a fraction above 25,000, assuring at least two seats per province.

Comments: For legislative elections, the constituencies should have 50,000 inhabitants or fractions of not less than 25,000, and can be extended to more than one municipality, always ensuring that the province has no less than two (2) Members of Congress. In the provinces or municipalities where it is not necessary or possible to establish these demographic territorial subdivisions, the deputies and councilors shall be elected from their entire territory.
