Question:Are constituencies delimited for election purposes?
Answer: a. Yes
Comments: For the purpose of holding elections, the territory of the country shall be divided into permanent constituencies that may be re-arranged in accordance with census results by taking the Woreda as a basis and without affecting State boundaries.

Criteria for drawing boundaries


Question:On what criteria are the boundaries drawn?
Answer(s): a. "Equality" of population
b. Respecting natural barriers
c. Compactness of constituencies
e. Geographic size of district
f. Communities of interest/cultural concerns
Comments: The number of constituencies, which shall be determined on the basis of the population of the country and special representation of minority nationalities and peoples, shall not exceed 550 and shall contain proportional number of people except in the case of constituencies where minority nationalities and peoples are represented. There shall be constituencies where minority nationalities and peoples whose number is not less than 20 and are believed to require special representation, shall be represented.
