Delimitation of constituencies


Question:Are constituencies delimited for election purposes?
Answer: a. Yes
Comments: Japan uses the mixed-system. In the Lower House (Shugiin), for the plurality system, Japan is divided into 289 single member districts and for the proportional representation system, it is divided into 11 blocks. In the Upper House (Sangiin), for the single non-transferable vote system, Japan is divided into 45 multi-member districts and for the propotional representation system, it is one nationwide district.

Comments: For the lower house, the advise on the delimitation of constituencies made by the Boundary Commission must be accepted by the legislature. For the upper house, the boundary is based on the existing local jurisdiction boundaries.
