Article 2 (Translation): The local electoral constiuencies are created and the number of seats allocated to each of them is fixed by decree according to the following principles: a) The delimitation of the electoral constituencies must, as far as possible, tend towards a demographic balance in taking into consideration the spatial aspect; b) The territorial jurisdiction of the electoral constituencies must be homogenous and continuous; c) An electoral constituency is created in each prefecture, province or district prefecture, to which a number of seats fixed by decree is reserved. However, more than one electoral district may be created in certain prefectures or provinces.
