Its main directive body is the General Council, composed of eleven members appointed by the Congress (President and ten Electoral Councillors) who have "voice and vote" (not only can they express their opinions but also vote when a decision needs to be taken). Besides, the General Council is also composed of one representative of each registered national political party, and one Councillor from each parliamentary group, as well as the Executive Secretary of INE.
