According to the EU observation report on the 2009 Presidential, Legislative and Provincial Assembly Elections, the the Technical Secretariat for Electoral Administration (STAE) "deployed 2,100 civic and voter education officers throughout the country during two months. They used traditional leaders as points of entry and communication in the communities. They ceased their activities on the day before the official beginning of the election campaign in a bid to avoid creating confusion among voters between voter education and political campaigning. Civic education spots were also broadcast in Portuguese and 22 local languages in national and local radios and TV stations for a period of four months that ended on election day".
