Comments: The Department of Budget and Management, an executive body under the President, determines the budget of the Electoral Commission. While the President proposes the budget and Congress cannot change the aggregate expenditure ceiling, it does have the power to decrease or reallocate funds. The National Expenditures Program releases information on the expenditures of each government department annually in its reports.
