Comments: The ISIE is by law mandated to implement awareness and voter education programs and collaborate with all segments of civil society that work in the area of elections a both the national and international level. As noted by the Carter Center observation mission, in light of the 2014 elections, "the ISIE did not launch its voter awareness campaign until one week after the voter registration process had begun". Civil society organisations were also involved in awareness-raising activities.
