Comments: Whenever resolution passed by the House of Representatives for holding referendum to ascertain the view of voters on any question or issue or where the President in his opinion thinks it is necessary or desirable so to do, the President shall, by order in writing published in the Official Gazette, command the Commission to hold referendum to ascertain the view of voters on that question or issue.
