Comments: Where an equality of votes is found to exist between the candidate in a contested election so that an addition of a vote would entitle any of them to be a declared elected, the Returning Officer shall make a recount of the votes cast. A candidate or his counting agent may, if present when the counting or any recount of the votes is completed, require the Returning Officer to have the votes recounted or again recounted but the Returning Officer may refuse to make a third or subsequent recount if the result of the last two recount were the same.
