Funds are allocated according a formula that takes into account the proportion of members a party has in the National Assembly and the provincial legislatures and a minimum threshold amount to ensure equity. Accordingly 90% of the allocation of the financial year is paid in proportion to each party's aggregate seat representation in the sum of the seats of the National Assembly and Provincial legislatures. The remaining 10% is divided among the provinces proportionately to the number of seats in each province and the provincial allocations are divided equally among the parties in each legislature.

1. In addition to funds provided to political parties under Law no. 8580, dated 17.2.2000,
“On Political Parties,” political parties that are registered with the CEC according to this
Code are entitled to funds from the state budget for the conduct of elections.
2. The funds designated for the financing of the political parties participating in the election
are set by the CEC within 30 days from their approval in the Assembly. The payments
are made by the Ministry of Finance after official notification by the CEC about the
manner of division of these funds.
3. The funds of the budget of the state for the financing of political parties in the elections
are divided as follows:
a) 10 per cent of the amount is distributed equally among the political parties registered
as participants in the elections;
b) 30 per cent of the amount is distributed in an equal manner among the parties that
currently have deputies in the Assembly, or, as the case may be, members of the
councils of the municipalities or communes;
c) 60 per cent of the amount is distributed among them in proportion to the number of
votes won on a national scale in the last elections for the Assembly or in local
elections.
4. After the conclusion of the elections, parties that fail to win more than 2.5 per cent of the
votes must return the amounts distributed in advance according to letters (b) and (c) of
section 3 of this article. All funds distributed according to letters (b) and (c) of section 3
of this article are re-distributed after the conclusion of the elections among the parties that
won more than 2.5 per cent of the votes, in accordance with the percentage of the votes
won by each of them.
The state budget shall envision financial aid for the political parties' activities.
15 percent of the state assistance shall be equally divided among those political parties which have taken part in the two last parliamentary elections with a number of candidates that pursuant to the electoral law is above the minimal required number to have a national list, 15 percent shall be divide among parliamentary parties, standing above the minimal proportional percentage, as provided in the electoral law, 70 percent of the state assistance shall be provided among all political parties that participated in the most recent parliamentary election, in proportion with the number of votes won in those elections.

Parties that entered candidates at the last elections to the National Assembly shall have the right to receive funds from the national budget if they gained at least 1 per cent of the vote nationwide and their candidates stood in at least three-quarters of the constituencies.
If more than one party entered a joint list of candidates at the elections they shall have the right to receive funds from the national budget if they received at least 1.2 per cent of the votes nationwide (if the joint list was entered by two parties) or at least 1.5 per cent of the votes (if the joint list was submitted by three or more parties) and their candidates stood in at least three-quarters of the constituencies.
Parties referred to in the first and second paragraphs of this article shall be entitled to 10 per cent of the funds allocated in the budget for the financing of political parties in equal shares, and shall be entitled to the remaining 90 per cent of the funds in proportion to the number of votes which they received in all the constituencies. Parties which entered a joint list of candidates shall divide the funds obtained on a proportional basis by agreement, and if no agreement has been concluded then in equal shares.
Funds allocated to the financing of political parties in 2000 shall be determined in the budget of the Republic of Slovenia and may not exceed 0.017 per cent of the gross domestic product achieved in 1998, and in subsequent years may not exceed this percentage of the gross domestic product in the year prior to the adoption of the budget. The amount of funds due to each particular party shall be determined by the National Assembly at its first session following the adoption of the budget.
The funds shall be paid to the parties in twelfth parts.

The subsidy for political parties shall be allocated annually to those political parties which have stood candidates at the latest general election of members of the House of Representatives and have received votes on a party-list basis equivalent to not less than zero point five per cent (0.5%) of the aggregate of votes cast for all political parties in the party-list election, or have received votes on a constituency basis equivalent to not less than zero point five per cent (0.5%) of the aggregate of nationwide votes cast for all candidates in the constituency election.
The Election Commission shall distribute the subsidy to entitled political parties by allocating forty per cent (40%) of the total amount of the subsidy according to the number of votes obtained from an election on a party-list basis, forty per cent (40%) of the subsidy according to the number of votes obtained from an election on a constituency basis, ten per cent (10%) of the subsidy according to the number of branches of a political party that meet the requirements prescribed by the Election Commission, and ten per cent (10%) of the subsidy according to the number of active members who paid annual subscription fees, under the rules and procedures prescribed by the Election Commission.
No one political party shall receive more than half of the total allocation granted in a year.
In the case of a newly established political party, the subsidy shall be distributed to that political party under this Section only after it has completed all operations under Section 26 and nominated candidates for the election of members of the House of Representatives.
