The National Registry of Voters is prepared under the supervision of the CEC. It contains data and is prepared in accordance with the provisions of this Code and the substatutory acts issued by the CEC for its implementation.
2. The National Registry of Voters is prepared on the basis of official data drawn from the civil status registries.
Art 49. 1. For the administration of the National Registry of Voters, the CEC creates the Directorate of Registration of Voters.
2. The Directorate of Registration of Voters is responsible for implementing the decisions of the CEC connected with the registration of voters. It performs these duties:
a) It administers the National Registry of Voters.
b) It prepares for the CEC the instructions to the offices of civil status on the method of compilation of the voter lists.
c) It organizes and directs the registration of voters door to door whenever it is considered necessary.
d) It performs other duties in connection with the registration of voters set by the CEC.

Article 8 (1): In the Voters' List, the citizens shall be recorded according to the municipality where they reside. (2) Excerpts of the Voters' List shall be prepared for each election district, municipality and polling unit. Article 11 (1) The Ministry of Internal Affairs shall submit data to the Ministry of Justice for citizens who: - have turned 18 years of age and have a valid personal ID card or passport; -have turned 18 years of age and have died; - have turned 18 years of age and have moved to or out of a given municipality, or have changed their address within the municipality; - have turned 18 years of age and have changed their first or last name; - have turned 18 years of age and have acquired or lost citizenship of the Republic of Macedonia; - have turned 18 years of age and are temporarily working or residing abroad, or have permanently moved out of the Republic of Macedonia, with data on the country where they reside. (2) The Primary Courts shall submit data to the Ministry of Justice on persons who have been deprived of their working capacity with a final court decision. (3) The data, referred to in paragraphs (1) and (2) of this Article, shall be delivered twice a year, from February 1st to 10th and July 1st to 10th. In cases when elections or a referendum are announced, the data shall be delivered the day following the announcement day of the elections or referendum.
Article 12 (1): No later than 30 days before the Election Day or referendum at the state level, the Ministry of Defence shall submit data to the Ministry of Justice on persons who are serving military duty or are on military drill, based on the records kept by this body. (2) No later than 30 days before the Election Day or referendum at the state level, the Office in charge of executing sanctions shall submit data to the Ministry of Justice on persons who are in custody or sentenced to jail, based on the record kept by this body.
Article 16 (1): A citizen may, throughout the year, request to inspect the excerpts of the Voters' List in the offices of the District Ministries of Justice. (2) If during the inspection, the citizen sees that either he or another citizen has not been registered in the Voters' List, or determines that data should be entered, added or deleted, he shall have the right to submit a request to enter, add or delete data to the District Ministry of Justice. Adequate documentation shall be submitted along with the request. (3) The Ministry of Justice shall check the accuracy of the data and documents enclosed by the citizen, no later than three days from the day of receiving the request. If it is determined that the request is well founded, they shall enter, add or delete data in the Voters' List or, on the contrary, they shall bring a decision to reject the request. (4) The citizen has the right to file a complaint against the decision referred to in paragraph (3) of this Article within 3 days following the day of receipt of the decision to the State Election Commission. (5) The State Election Commission shall decide upon the complaint, referred to in paragraph (4) of this Article, within 3 days following the day of receipt of the complaint. (6) Within 3 days following the day of receipt of the decision, the citizen may file an appeal against the decision of the State Election Commission to initiate an administrative dispute before the Supreme Court of the Republic of Macedonia. (7) The Supreme Court of the Republic of Macedonia shall decide upon the appeal, referred to in paragraph (6) of this Article, within 3 days following the day of receipt of the appeal. (8) The final decision reached on the appeal by the Supreme Court of the Republic of Macedonia, shall be considered as the basis to enter, change and delete data in the Voters' List.

L’électeur se présente physiquement au siège de la Commission Administrative pour demander son inscription qui peut être verbale ou écrite.
Toutefois, pour les forces de défense et de sécurité ainsi que les membres de leurs familles domiciliées avec eux, les Commissions Administratives de mise à jour, en rapport avec leurs hiérarchies, se déplacent dans les casernes pour procéder à leur inscription.

Voter lists shall be compiled by appropriate election commissions separately for each electoral precinct in accordance with the form established by the Central Election Commission of the Russian Federation.
A territorial election commission shall compile voter lists not later than 26 days prior to voting day on the basis of voter data furnished by the head of a municipal unit (if the charter of a municipal unit does not provide for this office by a person authorized to do so by the representative body of local self-government), the commanding officer of a military unit, the head of an institution where voters are temporarily staying.
Having received the voter list a precinct election commission shall check and update the list on the basis of personal applications from citizens in accordance with Clause 17 of this Federal Law, appropriate documents of the bodies of local self-government, officials, registries, bodies in charge of registration of Russian Federation citizens at the place where the citizens stay and reside within the Russian Federation. The checked and updated voter list shall be signed by the chairman and the secretary of a precinct election commission and certified by the commissions seal not later than the day preceding voting day.
Examination of Voter Lists by Voters:
1. Voter lists shall be made available by precinct election commissions to general public for examination and additional correction not later than 20 days prior to voting day.
2. A citizen of the Russian Federation eligible to vote has the right to state to a precinct election commission that he/she has not been put on the voter list and inform the commission about any error or inaccuracy therein. Within 24 hours, and, on voting day, within two hours after this statement is made and not later than the end of voting, the precinct election commission shall check the statement and the submitted documents and shall either remove the error and inaccuracy or give the voter a written answer indicating the reasons why the statement was rejected.
3. The decision of a precinct election commission to include or not to include a citizen on the voter list may be appealed in a higher election commission or in a court (at the place where the precinct election commission is located) and these bodies must consider the complaint (statement) within three days or immediately, if the complaint is filed within three days prior to or on voting day. In the event of a decision in favor of the applicant, the precinct election commission shall immediately make the necessary correction in the voter list.
