The CNE should conduct an internal evaluation of the administration of the recall referendum process, make recommendations for legislation to ensure a transparent and swift process, respecting the intent of citizen petitioners as well as the rights of the potentially recalled official; protect individual privacy during verification and, as much as possible, signature collection

Perform an external, third-party audit of the Electoral Registry, analyzing alleged voter “migration”

Perform an election day audit of automated voting machines after poll closings; tally sheets should be printed before results transmission and all software/related certifications should be observed by parties and receive independent, third-party certification

Review the active participation of electoral security in the administration of the electoral process with the aim of stemming allegations of military intimidation or impeding the electoral process

The CNE should be more open to national and international observation, which will enhance confidence and help ensure transparency, integrity, and legitimacy of the process

If parties do not file court appeals, the results announced by the electoral authority should be accepted as final and legitimate

Ruling and opposition parties should work together to devise new rules and practices to ensure that all voters’ interests are represented in parliament

Encourage Liberian youth and women to remain engaged in the democratic process; the National Election Commission (NEC) and parties should continue including women as polling officers, candidates, and party representatives

Liberians must refrain from any intimidation or violence during the campaign
period, on election day and the days following.

Political parties should Endeavour to communicate their campaign messages in rural areas, and candidate debates at the local and national level should be expanded.

The NEC should outline and publicize its methodology for resolving election-related complaints, establish specific deadlines for filing complaints, dedicate sufficient resources to the complaint process to ensure all complaints are processed impartially on an expedited basis and in accordance with due process requirements and equality before the law
