Le processus de paiement des agents électoraux doit être amélioré. Tout d’abord, les listes définitives des agents électoraux devraient être dressées avant leur formation et n’être modifiées qu’exceptionnellement, sur décision du BRP en cas de défaillance grave ou d’indisponibilité selon des procédures prédéfinies. Les différences salariales et de traitement devraient être expliquées clairement, afin d’éviter qu’elle ne suscitent des mécontentements. Les agents, quel que soit leur statut, devraient être payés pour leur formation. Enfin il parait souhaitable de procéder à des paiements échelonnés, en tenant compte des particularité de chaque territoire.

La réception des plis, à chaque niveau, devrait être attestée par la délivrance d’un récépissé après vérification que ces derniers contiennent l’ensemble des éléments et informations requises – notamment l’identification du bureau de vote de provenance. Tous les moyens de transport de la MONUC et autres moyens privés disponibles localement devraient être utilisés pour un transport rapide vers les chefs-lieux de territoires et les bureaux de liaison de la CEI. Le matériel non sensible et utilisable pour plusieurs scrutins devrait être conservé, si possible, au niveau des centres de vote afin d’éviter les transports inutiles.
