Article 15: Sources of Public Information
(1) Each Municipality shall issue a decree informing the voters of the time and place of the elections to be held in the respective Municipality. This decree shall be issued no later than fifteen days prior to the day of the elections, and advertised in a manner usual in the Municipality in question. Should a Municipality be divided into two or more electoral wards, the decree shall provide information on which sections or parts of the Municipality shall belong to which of the wards, and the decree shall be made public within the area of each of the wards.
(2) Local Authorities shall also notify the electorate of their obligation to prove their identity and show evidence that they are Citizens of the Czech Republic, and shall furnish further pieces of information required for a smooth process of polling.

IFES had an active civic education program in Tajikistan. The four basic activities consisted of a civic education textbook for use in a high school civics course, democracy summer camps in which students learn to apply the principles of democracy in a practical way, Student Action Committees (SACs) formed for the purpose of addressing school and community problems through a democratic process, and Student Local Government Days (SLGDs) in which students “shadow” a local government official for a day.
The OSCE Mission to Tajikistan also launched a six-month civic education program aimed at raising awareness about human rights, democracy, and civil society. The initiative began with a seminar titled "Journalism for Youth" in Dusti, attended by 20 competitively selected students from Khatlon Province. The seminar covered the role of journalism in a democratic society, media legislation, and the importance of independent press, culminating in the creation of a Wall Newspaper.
As part of the broader program, the OSCE plans to conduct seminars across Tajikistan, engaging local authorities, political parties, law enforcement, women, and youth. Key topics include multi-party systems, human rights, freedom of the press, women's rights, local governance, and the prevention of torture. The program aims to strengthen civic awareness and democratic principles in Tajik society.
