комментарии In the President rests the figure of Head of State and Head of Government. The President is elected by direct, universal, obligatory, free and secret suffrage for a five-year term. The candidate who receives 50% plus one of valid votes or the candidate who receives 40% of valid votes while the difference between him/her and the second candidate is 10%, is declared President. If none of the candidates fulfills these conditions, there is a second round of elections within 60 days from the first one. The candidate who receives the highest number of votes in the second round is elected as President.
